The agency emphasizes that AI will empower less experienced threat actors, hackers-for-hire, and low-skilled hacktivists to carry out effective attacks without extensive technical knowledge and operational effort.
While large learning model (LLM) platforms have safeguards against malicious content creation, the NCSC warns that cybercriminals are developing and promoting specialized generative AI services tailored for criminal activities, such as WormGPT. This signals the infiltration of AI technology into the broader criminal ecosystem beyond controlled frameworks. The report underscores that AI’s role in the cyber-risk landscape will evolve, enhancing existing threats rather than transforming them.
By 2025, the NCSC anticipates commoditization of AI capabilities, expanding access to advanced tools for cybercriminals and state actors.
